On November 17–18, the international conference Defending Baltics 2025 will take place in Vilnius, bringing together high-level decision-makers, security experts, and defense industry representatives to discuss key lessons learned from the war in Ukraine, their implications for the defense of the Baltic region, and practical solutions to strengthen regional security.
Now in its second year, the event is becoming an important platform for addressing the strengthening of regional cooperation in defense. More than 500 defense and security experts, politicians, diplomats, and military representatives from Lithuania, Latvia, Estonia, Poland, Sweden, Finland, Norway, Denmark, the United Kingdom, and the United States are expected to attend.
The Defending Baltics 2025 conference program spans a broad range of current topics – from the geopolitical situation in the Baltic region to advanced technological innovations. Experts will also discuss the use of drones and artificial intelligence in modern warfare, the role of maritime security and logistics in the Baltic states, as well as hybrid and sabotage threats facing Western countries.
“Defending the Baltics also means defending Europe. To prevent war and preserve peace, we must all work together – Baltic States, Ukraine, European Union, NATO. It is for the European Union to support strengthening its Eastern border through flagship projects – Eastern Flank Watch and European Drone Defence Initiative. It is for the Baltic States to use all the opportunities to build their defence capabilities. It is for all of us – to work with, to learn from and to help Ukraine to defend itself, to defend the Baltics and to defend Europe,” says European Commissioner for Defense and Space Andrius Kubilius, who will open the conference.
The conference will also feature the Defending Baltics Expo defense innovation exhibition, where technology companies, research centers, and institutions from Lithuania and other European countries will present their solutions. The exhibition will serve as a platform for new partnerships and for professionals seeking collaboration or insight into innovations in the defense sector. Exhibitors will include LTMilTech, Euroelektronika, Hyundai Naval & Special Ship Business Unit, Aurida, Intelic, Aselsan, Brolis Defence Group, NFM NO, Kongsberg, Re-liON, x kodas, Lemona Electronics, KOVO Armor, Frankenburg, Luna Robotics, Weibel, among others.
As in previous years, the organizers of Defending Baltics plan to prepare a summary document after the conference, outlining recommendations for practical steps to improve defense systems in the Baltic region. This publication will be intended for defense policymakers, the media, and the public.
The international conference Defending Baltics 2025 is organized by the civil defense and security analysis center Locked N’ Loaded and the Civil Resilience Initiative. The two-day event is held in cooperation with the Ministry of National Defense of the Republic of Lithuania, the European Commission, the Royal Norwegian Embassy in Lithuania, the Friedrich Naumann Foundation, and Vilnius City Municipality. Additional partners include Maxima Group, LTMilTech, Bankera, Euroelektronika, Intelic, Patria, Hyundai Naval & Special Ship Business Unit, and Brolis Defence Group.
