Vytautas Bitinas appointed as head of the Centre of Registers

Vytautas Bitinas, with extensive experience in leadership, strategic management, information technology, and digitalization, has been appointed as the head of the Centre of Registers, managed by the Ministry of Economy and Innovation. Previously, he served as the Technology Director at AB „Lietuvos geležinkeliai“ and was a member of the boards of AB „Regitra“ and UAB „LTG kompetencijų centras“. V. Bitinas will assume his duties as the head of the Centre of Registers on September 10.

„The Centre of Registers manages extremely important data, therefore the most important priority for the new head will be to ensure the highest level of data security and reliable operation of information systems. It is necessary to strengthen technological security measures, system resilience, and continuously assess risks. At the same time, we expect the new head to technologically renew the Centre of Registers, introduce modern, secure systems, and provide quality services to citizens and businesses,“ says the Minister of Economy and Innovation, Edvinas Grikšas.

The new head of the Centre of Registers has over 20 years of experience in leadership and technology management. Since November 2022, he has held the position of Technology Director at AB „Lietuvos geležinkeliai“, coordinating IT, digitalization, technical development, energy, and technology sectors. Since January 2026, he has also been a member of the board of AB „Regitra“, responsible for digitalization, IT, and cybersecurity, and since June 2025, a member of the board of UAB „LTG kompetencijų centras“.

„As the new head of the Centre of Registers, my primary goal will be to strengthen public trust in this institution and its services. Data security and reliable system operation are crucial for this. We must ensure the highest standards of data protection and cybersecurity, enhance system resilience, and be prepared to respond quickly to potential threats. This will require not only technological solutions but also a strong team, clear processes, and close cooperation with responsible institutions. I will strive to make the Centre of Registers an efficient, responsible organization that earns public trust,“ says V. Bitinas, who was elected as the new head.

Previously, V. Bitinas led strategy and development at UAB „EPSO-G“ and AB „Lietuvos paštas“. There, he was responsible for the strategic management of corporate groups, implementation of strategic projects and programs, risk management, IT, and organizational development. At „Lietuvos paštas“, he also headed the IT department and implemented an automated parcel sorting program.

V. Bitinas holds a Master’s degree in Computer Engineering from Kaunas University of Technology.
